History: Originally, the Ōkina Tokage was formed out of a couple of mutants. People that, after being temporarily exposed to enough sage chakra to morph their being without giving any immediate benefits or negatives to the few influenced. Instead, mild mutations occurred, most notably horns sprouting from their head. The initial two, no more than friends when they first camped at the location that would change their lives, found themselves waking up one morning with what at first were small nubs.
Still, a slight abnormality like that could lead to being ostracised by greater society. Both of them knew that. They traveled northwards, out of the land of trees, and into the border between it and the land of tundra, settling around a small village near the great expansive lake between the two land masses. There, the two worked to blend in, and figure out what had happened to them. They focused on wearing hats, and head cloaks, covering the nubs. Yet as time passed, these nubs grew, growing into larger horns. Within months, they had finally stopped growing, however hats could no longer conceal them, with the horns reaching a total length of about six inches.
Fortunately for the duo, they had been in the village long enough that, as it happened, the majority of the villagers held no judgements against them for their odd appearances. They became accepted into the culture of the small village, and eventually, both began families of their own.
What was found to be most bizarre however, was that in these families, the mutation spread to the children. While initially undetected, six of the seven children in the two families developed horns at the age of 4. As they grew, the horns grew with them, although not nearly at the speed of the horns of the two initial members, growing as if it were a bone as they aged. Clearly there was more to this than simply the odd appearance of horns.
So, the members of the small family began to practice, first attempting to perform ninjutsu techniques as they had normally. Yet an interesting discovery was made, the originals having not performed ninjutsu since the odd horns due to no need to. While initially they held no particular elemental affinity, it was soon into the testing that they discovered all within the family except the one without the horns were born with a natural affinity for the water element above others.
Realising that this was now in their bloodline, the families joined together, forming a miniature clan which stayed at the lakeside village for generations. As the Hyuuga began uniting clans to form Hyougagakure, the horned people joined, following them to join as a small clan in the folds. While nothing about the clan was especially known, there was at least the knowledge of them as they grew, due mostly to the odd physiology.
Culture: As a small clan, there is a relatively empty clan hierarchy and culture. While the initial members of the clan are dead, the concept of the two leaders was maintained in memory of the clans roots. The clan grounds within the village are a small, multi house complex with the majority of its land taken up by ponds and a large garden that is generally protected by the snow, the water kept warm enough to avoid freezing. Young members of the clan, when their horns first form, are welcomed into the clan's inheritors by being taught how to swim in this pool, while those who do not grow horns are allowed to choose whether they stay within the clan grounds, or find home among those without the horns.
Traits: All members of this clan have horns that grow from their head, first forming at the age of 4. As the clan members grow older, the horns develop into more unique shapes that vary in size and shape depending on the person. Those of this clan have +2 to their agility stat.
Ability: Umi ryū
Type: Kekkei Genkai
Description: Aside from the physical modification of horns, those with this bloodline are also known to have a greater skill when using skills of the Suiton (water) element. While barely noticeable in young clan shinobi, this affinity is certainly recognisable when shinobi of the clan grow stronger. At all ranks that involve moving water, the water is moved at an incredibly slow speed of less than 1 metre per second.
D-Rank: Users have no noticeable power over their peers beyond the bonus they attain from the clan's traits.
C-Rank: The clan member's skill with Suiton becomes noticable, with the user able to sense that their water techniques are slightly stronger than their peers. If the user uses the exact same water technique as someone else and the two techniques clash, then if there are no other modifiers, the user's technique will be deemed more powerful in the clash. (Note: ONLY if the two techniques are the exact same.)
B-Rank: At this rank, the user retains the benefit of C-Rank, while also being able to manipulate small amounts of non-chakra infused water with relative ease. This is to a miniscule amount, however, with the user able to move roughly one bottle of water, or 3 bottles worth of water if the user pushes themselves while not focusing on anything other than the movement of the water, leading to no practical use in combat for this ability.
A-Rank: The user retains the benefits of the B-Rank power, while their ability to move water is improved. The user can now move a small pots worth of water with relative ease, or if they focus on it, an entire one person sized bath worth of water (a weight of about 50kg of water) provided they focus solely on the act.
S-Rank: At this stage, the user becomes one with the moniker of the "Sea Dragon". The user's horns grow to a length of 1ft, and their affinity for the water becomes unmatched. The user can breathe underwater, and move roughly 100kg of water with little effort. If the user focuses on it, they can move a small ponds worth of water, albeit at such a slow speed that it would be far more efficient to spend chakra to move it regardless.

Utilising their innate affinity for the water, the Ōkina Tokage member enhances their natural water control with their chakra, with even a weak user of the KKG who has yet to fully understand their powers able to use this technique. In doing this, the Ōkina Tokage finds themselves able to manipulate a nearby source of water as if it were their own limb. The user can move water that isn't a part of someone else's jutsu so long as it is within a 10m radius of themselves. The user can move roughly 2 cubic metres of water at roughly 2 metres per second while doing this. If touched, the water acts as water, unable to do little more than mildly inconvenience any incoming attacks, and mostly just being a portable puddle that the user can carry with them. This technique is mostly used by members of the clan to learn to harness their talents.
